when the country is getting upset, they blame romney and ryan for getting people upset. they keep changing their story. this is not leadership looks like. we need clarity, not confusion. we need accountability and no more excuses. this tragedy would be troubling in and of itself and tragic in and of itself. but unfortunately we are witnessing the unraveling of the obama foreign policy. when you say it is ok to impose devastating cuts on our military or that we do not need any more m-1 tanks, we are projecting weakness. when we project weakness abroad, our enemies become more brazen. they are more likely to test us. our allies are less likely to trust us. as hot spots are growing abroad, the economy is not growing at home. that is the problem we have to focus on. the economy is growing slower than last year. last year it grew slower than the year before. all the obama is offering is more of the same. we have a big choice to make. do we want more stagnation that fosters dependency or do we want a growing economy that creates opportunities and jobs? [applause] in a nutshell

romney and ryan both want it down at 20%. so there's a clear difference, and they all agree on where it should go. what gets interesting is as you dig into the detail of what gets cut, and you'll see some very, i think, fascinating differences among these guys. so on social security, as you heard president obama say in the last debate, the three guys are actually in the same place. they want to spend the same amount on social security in the next ten years. when you get to medicare, romney and ryan are in the same place, but romney actually a as you also heard him say, wants to repeal the $716 billion. it's actually $900 billion of cuts. he would spend more on medicare than ryan or obama. and then you have obamacare. >> let me ask you really quickly. if anybody has heard, let me know. has mitt romney said what he wants to do with the $716 billion? >> essentially it would be used to get his spending down to that 20% level because you're going to see in a minute, he has a bunch of other places he wants to spend money. >> spend

paul ryan has been a more consistent conservative historically as mitt romney has. that might be because mitt romney was a governor of massachusetts. pretty liberal state. paul ryan is a big favorite of the tea party and that's not a situation that applies to mitt romney. although a lot of tea party supporters i think are going to vote for a governor -- for governor romney and on the democratic side, joe biden is someone who is beloved by a lot of union households, blue collar workers, jewish americans. these are core groups in the democratic coalition. and that's helpful to barack obama. you know, president obama has had somewhat less success in appealing to white, blue collar workers in states like ohio. maybe the most critical state this year. and that's a group that joe biden, who is from scranton, pennsylvania, and can really relate to blue collar workers, tells a story of his own family, his own upbringing through some hard times in scranton. that's something that he can offer to president obama and the ticket in this re-election. >> susan page joins "u.s.a. t

i think biden clearly wants to again make the difference between ryan and romney clear if he can, sort of separate them and say which side are you on on abortion, where are you on taxes, whose budget are we talking about, really try and nail down some of the facts that biden and obama feel were not clear enough and not made clear enough in the presidential debate. >> es that' because the president didn't -- that's because the president didn't make them clear. really didn't answer some of the issues that governor romney threw out. how has the rehearsal for this debate gone and maybe different from the presidential candidates' rehearsal? >> there's been quality time on this one. there's some thought that mr. obama wasn't really committed to his debate preparations. that has not been a problem with this one. biden spent basically a three- day weekend doing debate prep. they've been doing debate trep for paul eyian -- prep for paul ryan. they'll be pretty sharp i expect. >> we talked about congressman ryan, very intelligent and he knows what he's talking about but sometimes his views don't
